Our topic covers the three State of WI referendum questions that will appear on Fall Election ballots, as follows:
1. Governor’s Partial Veto
2. Worship During Emergencies
3. Governmental Entity Discrimination Prohibited

Program Information:
This informational session will discuss the nature of constitutional amendments, unpack the wording of each question, and explain potential impacts if one or all are passed by voters. The League of Women Voters of Wisconsin is opposed to these proposed constitutional amendments. Regarding Question #3, discrimination is already illegal in WI and nationwide.  The referendum actually would make public equity-based programs unconstitutional by banning preferential treatment. 

Speaker Information:
Rachel Snyder (she/her) joined Law Forward in 2025 with over a decade of legal practice experience, both in nonpartisan Wisconsin legislative service and with a private firm. Rachel’s work has covered a range of policy issues, including K-12 and higher education, state tribal relations, federal, state, and local tax and governance, nonprofit governance, campaign finance, and election and political law. She is passionate about preserving and strengthening democracy, government transparency, high-quality policy development, and civic education. Outside of work, Rachel is an insatiable reader and podcast consumer, amateur archer, and aspiring dog-owner.
